Twenty-one seats — sovereign, delegated, elected, judicial
Every office is defined in the Charter. Sovereign seats bind the Founder alone. Delegated seats are appointed and revocable. Elected seats answer to the Citizens who chose them. Judicial seats weigh the peace.
