Where the Apprentice Familiar is a single voice, a Retinue is a bonded council: two or three Familiars who deliberate in turn before answering. A Scribe drafts, a Critic sharpens, a Herald delivers. Single purchase. Three retinues is the ceiling.

Commission Bundles
Single purchase — never a tithe. Each bundle grants seats to bond new councils.
Each Retinue may deliberate 200 times per moon. A deliberation walks every member in turn — so a 3-voice council spends one deliberation, not three.
